The well-known American think tank, the Hoover Institution of Stanford University, California, published a 213-page heavyweight report on November 29th – “China’s influence “Chinese Influence & American Interests: Promoting Constructive Vigilance”, warning the CCP to fully infiltrate and manipulate the US government, universities, media, think tanks, enterprises and overseas Chinese.

The report was completed in one and a half years and was jointly published by 32 outstanding scholars on China issues. In terms of infiltration media, the report found that in addition to strengthening the English-speaking base of state-owned media in the United States, the Chinese authorities also eradicated or deteriorated many independent Chinese media that served Chinese Americans, and even smuggled new media such as Chinese websites.

“A major challenge for the United States is that China (the CCP) has successfully concealed its influence on the American media,” the report wrote.

The report uses 22 pages to introduce the Chinese Communist Party’s control over Chinese media in the United States, revealing how the Communist Party of China can guide its operations in overseas media terminals, support socialism with “Chinese characteristics”, and implement the CCP’s “reform and open” policy and opposition. In recent years, the Chinese (CCP) government has launched a campaign of “preempting the right to speak” in Western media and independent Chinese media. Hoover’s report summarizes the CCP’s control of Chinese media in the United States into three categories: first, to vigorously support the expansion of the size of the Chinese state-owned media in the United States; and second, to directly control newspapers, television, or in the form of wholly-owned or owned shares. The CCP’s above-mentioned move is part of reviving its negative overseas image triggered by the crackdown on Tiananmen Square protests on June 4, 1989.

The report quoted the sources of the three companies as saying that the Chinese (China) Overseas Chinese Affairs Office of the State Council established these companies in the early 1990s, but it hides the information that the Overseas Chinese Affairs Office provides financial support for these companies.

In addition, the heads of these companies are directly appointed by the Overseas Chinese Affairs Office or approved by the Overseas Chinese Affairs Office, and most of the executives who are engaged in business are either editors or reporters of China News Service or staff of the Overseas Chinese Affairs Office.

For example, the US “Qiao Bao” is divided into two departments: the US West Overseas Chinese Newspaper and the US East Overseas Chinese Newspaper. The president of the US-China Overseas Chinese News is also the chairman of the board of the Rhythm Media Group, which consists of the Overseas Chinese News and other media organizations, including Seattle Radio. Before going to the United States, the president had worked as a reporter for China News Service for many years and founded the Meixi Overseas Chinese Newspaper in the 1990s.

And the role of these Chinese state-owned media in the United States is to serve the CCP. In August 2015, China News Service published an article by Yu Jiang, President of the Overseas Chinese News (titled “The Opportunities and Challenges Faced by Cross-Regional Development of the Overseas Chinese Newspaper”). The self-reported “Qiao Bao” is the CCP’s strengthening of “soft power”. And part of the effort against Western “media hegemony.”

“Qiao Bao” is the only newspaper in the United States that is printed in simplified Chinese. The goal is to attract Chinese immigrants who have settled overseas. Almost all Chinese news reports, Sino-US relations, Taiwan, Hong Kong and other important articles for the CCP come directly from The official media or website of the Chinese Communist Party, including CCTV, Xinhua News Agency and People’s Daily.

In-house editor I-Der Jeng said in an e-mail interview with the US Foreign Policy magazine that the Qiaobao did not receive editorial instructions from Beijing. However, many of its reporters and editors are from China.

“US Chinese TV” is the main Chinese TV organization in the United States. It was established in 1990 and is also part of the CCP’s first establishment of a publicity network in the United States.
